Ofcom finds on-demand services fall short in providing accessibility options

While traditional linear broadcasters have met or exceeded targets for subtitles, signing and audio description, Ofcom's latest data shows a mixed result for on-demand services.

Research by broadcast regulator Ofcom has found that during the past year, 58% of on-demand providers offered subtitles on at least one of their services, while around 17% offered audio description and just under 13% offered in-vision signing.

On-demand services don't currently have a legal requirement to make programmes available with subtitles, in-vision signing or audio description. However, Ofcom has put the industry on notice that it intends to use powers given it in the Digital Economy Act 2017 to impose accessibility requirements on on-demand services. However, services that operate outside of UK jurisdiction, such as Netflix, aren't impacted.

In contrast, traditional broadcast channels, carried over satellite, cable or terrestrial - which are regulated - have been found to have met their accessibility requirements, with the BBC expected to make subtitles available to as close to 100% of programmes as possible, while most other major channels are expected make 80% of programmes available with subtitles. Major channels must also provide at least 10% of programmes with audio description, while channels are either expected to provide some in-vision signing themselves, or make a contribution to the British Sign Language Broadcasting Trust (BSLBT), which makes programmes available on Film4 and Together.
